A Russian first in global financial education

Britain’s Foreign & Commonwealth Office (FCO) has generously sponsored the development of our first-ever dual-language exam programme, in Russian and English. This unique approach will help a new generation of young Russians to “be the best” as they start their careers in the global investment professions. It is being successfully deployed across the Russian-speaking world in a number of ways by our valued training provider based in Moscow, the Securities Market and Management Institute (SMMI, or IFRU in Russian).

A version of this workbook is also used in the Moscow Olympiade, one of the world’s biggest financial development programmes for school students, which in 2018-9 attracted more than 47,000 entrants from across the Russian Federation. The Securities Market & Management Institute

The Securities Market and Management Institute is a long-established CISI Accredited Training Provider based in Moscow and Saint Petersburg. SMMI provides a wide range of courses both for students who want to improve their knowledge of securities market trading and general operations, and for those who are taking their first steps on this road. The course programmes balance theoretical aspects and practical issues, namely in the functions of securities market institutions, the legal fundamentals, regulation, financial mathematics, financial risk management, etc.

The Chairman of SMMI, Dr Igor Kostikov, served as Chairman of the Russian Federal Commission for the Securities Markets (now part of Bank of Russia under the new integrated regulation system) from the year 2000.

The CISI in Kuwait

As part of the Capital Markets Authority’s (CMA’s) endeavor to develop the securities sector in the State of Kuwait, practitioners in specified positions in the capital markets sector will now be certified through the application of international qualification tests for registered employment positions of licensed persons. The introduction of a certification programme will ensure that securities practitioners have the requisite knowledge and skill as Kuwait create an attractive investment environment that acquires the confidence of investors.

The accreditation of practitioners aims to raise the efficiency of market participants, emphasise the CMA’s role in keeping up with best international practice and provide protection for practitioners in securities activities. This will enable the CMA to achieve its strategic plan to develop the securities sector in the State of Kuwait, diversify its investment instruments and promote the CMA to the rank of its counterparts in the global markets.

The programme comprises a combination of the Chartered Institute of Securities and Investment’s (CISI) existing international qualifications and a bespoke Kuwaiti qualification in both Arabic and English.

Qualification Requirements for Practitioners

Implementation Milestones

Launch Event April 2019 Persons Registered with the CMA No exams required. All practitioners registered with the Kuwait CMA before 1 October 2019 should attend two training sessions with a CISI Accredited Training Partner related to each mandatory qualification or pass two qualifications- a technical qualification and regulatory qualification based on the individuals role by October 2021.
Initial Implementation October 2019 New Applicants No exams required. New applicants who register with the Kuwait CMA between 1 October 2019 and 1 October 2021 are required to pass two mandatory qualifications - a technical qualification and regulatory qualification based on the individuals job role – within three years of the registration (date of renewal).
Mandatory Implementation October 2021 New Applicants Exams required. All new applicants are required to pass two qualifications - a technical qualification and regulatory qualification based on the individuals job role - prior to applying for registration with the CMA from 1 October 2021. Applicants are required to attach exam certificates when submitting the application.

The CISI in Turkey

In 2019, CISI and SPL Turkey were delighted to sign an MOU which allows candidates who hold SPL’s Capital Market Activities Level 3 Licence to apply for an exemption from CISI’s Level 3 UK Financial Regulation exam. For any queries about this please email CISI.Turkey@cisi.org.

Individuals who hold CISI’s Fundamentals of Financial Services qualification, the Investment Operations Certificate or Level 3 Certificate in Securities or Financial Derivatives, may be able to use these towards the licensing requirements for capital markets professionals in Turkey. The CISI in Lebanon

In line with its strategy to promote and regulate the Lebanese banking and financial sectors, in 2006 the Central Bank of Lebanon issued Circular 103 (followed in 2009 by Circular 2002), which adopted a system of controlled functions for banking and finance practitioners. Similarly, new skills have been added that address different areas of expertise. An example of this is Investment & Risk which was developed by ESA and adopted by CISI. The BFQ currently has 7 qualifications:

  • Global Securities: offered by CISI
  • Introduction to International Investment: offered by CISI
  • Risk in Financial Services: offered by CISI
  • Financial Derivatives: offered by CISI
  • Lebanese Regulation: developed by BDL
  • Certified Anti-Money Laundering Specialist (CAMS) offered by the Association of Certified Anti-Money Laundering Specialist (ACAMS)
  • Investment & Risk: developed by ESA

ESA Business School is constantly working on enhancing the range of qualifications to optimally suit the market's reality and meet the concerns of the Central Bank of Lebanon.

The Circular identifies a series of qualifications that must be passed by these practitioners based on their work.

Initially there were 3 qualifications:

  • Securities from the Chartered Institute for Securities and Investment (CISI-London)
  • Financial Regulation from the Chartered Institute for Securities and Investment (CISI-London)
  • Lebanese Regulation which was set to be developed by the Banking Control Commission

The CISI in Jordan

The CISI Signed an MOU with the Jordan Securities Commission to mandate CISI qualifications to the capital market sector. With this partnership, the CISI will provide International Introduction to Securities & Investment as the core qualification in the JSC programme. The CISI will also help define the certification pathways according to functions undertaken by Jordan’s capital market practitioners, provide assistance on joint action plans to build cooperation involving JSC, and invite them to annual conferences, workshops and other relevant events.

The CISI in Oman

Muscat Securities Market
The Muscat Securities Market has a licensing program for staff who are working in the securities field with the cooperation of the CISI. This is a development program for staff in this field and it provides the opportunity for them to be acquainted with the laws that govern and organize the country by passing several exams according to their job title.

The MSM also have a continuous professional development program, rewarding specific learning hours for different learning activities, according to specific criteria’s defined by the MSM over three years of obtaining a license and it is applied to all licensed staff who are currently working in brokerage firms and banks that are regulated by the Capital Markets Authority of Oman.

This program was designed to enhance investor confidence through developing the skills of Omani capital market professionals to enable them to perform their duties efficiently and effectively. The CPD program requires each registered and authorized individual to complete 20 CPD hours per annum. There are no costs to be paid by financial institutions or brokerage firms. The CPD lasts for a period of 3 years from 1 May 2017 to 31 April 2020.

The CISI in Zimbabwe

We signed a Memorandum of Understanding with the Securities & Exchange Commission of Zimbabwe (SECZ) with the objective to introduce an international certification for the capital markets sector of Zimbabwe.

The CISI in Thailand

The CISI recognises the demand for qualified and knowledgeable candidates to support those working in the financial services sector and help individuals and firms to attain and maintain high standards of competence, behaviour and integrity.

UK based professionals transferring to Thailand and hold the CISI’s Investment Advice Diploma (Securities and Derivatives) will be exempt from three exams of the Investment Consultants licence (Capital Markets, Securities and Derivatives).

Computer based exam testing is available at the our test centre in Bangkok.

CISI membership, and CPD offering, can also support Investment Consultants meet the training requirement for licence renewal.

The CISI in Qatar

Qatar is an ever expanding market for the CISI, with support from the Qatar Financial Centre.

Mandatory CISI qualification requirements set by both the Qatar Financial Centre Regulatory Authority and the Qatar Financial Markets Authority have seen CISI exam numbers surge over the past few years.

The CISI have established strong relationships with the Banks, Firms and Brokerages for a wide spectrum of exams using local CISI Accredited Training Providers to support the training of exams. The growing number of candidates taking CISI exams in Qatar demonstrates Qatar’s drive to be a key financial hub in the Middle East and the Institute’s strategy to raising the level of professional standards within the financial sector.

The CISI in Bahrain

The Kingdom of Bahrain has been a key relationship of the CISI for many years, especially with its position in the Middle East as a key financial centre.

Working with the Central Bank of Bahrain and the Bahrain Institute of Banking and Finance, CISI have worked with individuals from all aspects of the financial services profession.

The CISI in the Baltics

We announced a partnership with the Baltic Financial Advisors Association (BFAA) in 2017.

The BFAA is a not for profit organisation formed jointly by the Estonian, Latvian and Lithuanian Banking Associations and is supported by the largest bank in the Baltics. It will operate a qualification and licensing system for professionals within the region who provide investment advice or are insurance intermediaries.

The BFAA, founded in 2015, is developing its own licensing exam to meet the European and Markets Authority (ESMA) and the Insurance Distribution Directive (IDD) guidelines. The agreement between the two bodies means that the CISI has given permission to the BFAA to use the material from the relevant CISI qualification syllabi and workbooks in developing its own learning material.

The BFAA has also agreed to recognise two of CISI’s qualifications as equivalent to their own licensed qualifications, increasing CISI’s formal recognition by regulatory authorities to a total of 45 jurisdictions.

In addition, the CISI will recognise the BFAA Investment Advisor qualification in satisfying the requirement for Associate Membership of the CISI (ACSI) to those Baltic practitioners who hold the BFAA Investment Advisor qualification. The collaboration between the two organisations now also extends to holding joint events.

The CISI is proud to have signed a Memorandum of Understanding (MoU) with the Nigeria Capital Market Institute (NCMI), the training subsidiary of the Securities and Exchange Commission, Nigeria. This MoU focused on how CISI can support NCMI in introducing international standards and best practice in the examination of new capital markets operators.

Kenya

In Kenya we signed a Memorandum of Understanding with the Capital Markets Authority (CMA) in 2014 and CISI exams and CPD are now mandated as part of the Kenya Capital Markets Programme for Certification and Licensing.

We are delighted to have signed agreements with a number of prestigious Kenyan institutions, including the Institute of Certified Investment and Financial Analysts (ICIFA) , the Kenya Institute of Bankers (KIB) and Kenya School of Monetary Studies (KSMS).

Through our agreement with the African Securities Exchanges Association (ASEA), we have developed a close relationship with the Nairobi Securities Exchange (NSE).

As part an initiative of the Chartered Body Alliance we have partnered with the College of Insurance to offer training for the Chartered Institute of Insurance’s certification Award in Bancassurance which is delivered in partnership with the CISI.

Morocco

In Morocco, we have a strategic partnership with Casablanca Finance City Authority (CFCA) since November 2013 to raise professional standards in the country. The partnership is working with the Autorité Marocaine du Marché des Capitaux ( AMMC - Capital Markets Regulator to secure recognition for international qualifications.

In addition, we have recently signed an Accredited Training Partner, the Centre International de Formation de la Profession Bancaire (CIFPB – International Banking Training Centre) who will promote our Islamic Finance Qualification (IFQ) to the banking sector.

We also have a strong link with the Casablanca Stock Exchange. The CEO Karim Hajji is also deputy Chairman of ASEA and they recognised CISI qualifications as a benchmark requirement. The Exchange also has a strong interest in the education sector and has ten partner universities where they actively work with their finance departments. Here they promote the CISI’s entry-level qualification Fundamentals of Financial Services .

Tunisia

In recent years the Tunisian government has been developing a global training programme focusing on a number of sectors including financial services which was identified as needing a “step change” to move forwards and become more in line with international standards. To service this need, the regulator, the Conseil du Marché Financier (CMF) undertook a survey of global training opportunities, looking at regulation across different markets, which identified training (exams) and seminars as a top priority. A “carte professionnelle “(licence to practise) is required from the Tunisian Brokerage Houses Association (Association des intermédiaires en Bourse, AIB) to work in the primary area including order placement, portfolio management, wealth management and audit and control. The Institut de Formation de la Bourse de Tunis, IFBT, the training centre of the AIB has included the CISI’s International Introduction to Securities and Investment , Corporate Finance Technical Foundations and International Certificate in Wealth and Investment Management aiming to support practitioners and open up access to the financial services sector. The CISI’s International Introduction to Securities & Investment qualification, and Islamic Finance Qualification are also widely taken in Tunisia.

Tanzania

In Tanzania, we signed a Memorandum of Understanding with the Capital Market and Securities Authority (CMSA), in 2014. The CISI and CMSA have partnered to develop a Regulatory Assessment for Tanzania. The CMSA require practitioners to achieve our International Introduction to Securities & Investment, Securities (Capital Markets Programme), and the Tanzania Regulatory Assessment prior to being issued a license to practice.

CISI are also delighted to have signed an agreement with the Tanzania Institute of Bankers with the aim of advancing professional standards in the Tanzanian banking sector by offering CISI Wealth Management, Operations and Risk & Compliance exams.

Uganda

The CISI in Bangladesh

The CISI in South Africa

The CISI is delighted to have signed a Memorandum of Understanding for co-operation with the University of Johannesburg. This special relationship aims to promote the common interest in advancing education with a special focus on financial services. The partnership will result in some of our international vocational qualifications being built into the undergraduate programmes at the University of Johannesburg. This project is being led out of the Department of Finance and Investment Management.

Students that graduate from UJ with a BCom Finance degree and with a CISI exam will have an added advantage above their peers as they enter the market place with an internationally recognised professional qualification." The Department of Finance and Investment Management at the University of Johannesburg (UJ) is currently working on including a CISI exam into the BCom Finance undergraduate degree. This provides students with the opportunity to write a CISI exam before completing their degree, so that by the time they graduate they graduate with a degree they also have had an opportunity to obtain an internationally recognised qualification from the CISI.

UJ is also in the process of developing new qualifications in association with CISI. Two undergraduate level qualifications focused on financial services are currently at the external body with reviews University qualifications in South Africa. In addition, a short course has been developed for individuals who would like to write a CISI exam, but who need assistance in working through the material. This programme is currently being finalised and more information will be available soon.

The CISI in partnership with UJ have spent the past year building relationships with the financial institutions in South Africa to build the CISI brand CISI in South Africa. The CISI will offer its international qualifications portfolio and enable candidates to build on their existing local qualifications.

Developing qualifications pathway for operations professionals across Africa

The CISI and PwC Trading and Banking Academy (formally through Exam Ready) are working together to develop a career path for operations professionals in Africa. This partnership will build on the existing agreement where the CISI recognises both the ACI’s Operating and Dealing Certificate as one of the units for the CISI’s Investment Operations Certificate (IOC). Candidates who hold the ACI Certificate can take just two modules to obtain the IOC.

The CISI in Africa

The CISI has a growing number of exam candidates and members in Africa. We currently have test centres in nine countries and this number is expected to grow. We work in partnership around the world with accredited training providers  to offer face-to-face classroom training for our qualifications.

The CISI in Kenya, Tanzania and Nigeria

We are delighted to be working with the Kenyan CMA  to offer internationally recognised qualifications as part of the their licensing programme. In 2014 we signed an MOU of collaboration with the Capital Market and Securities Authority of Tanzania to work in a similar way. In Nigeria, we have over 100 active members benefitting from our online continuing professional development offering . This is one of our largest international membership hubs outside of the UK.

Please note that we have no relationship with the Nigerian based Chartered Institute of Securities and Investment. We are two distinct organisations.

The CISI in Tunisia

The CISI has been active in Tunisia since 2010, in response to growing interest in the Institute's qualifications and rising demand for qualified candidates to support Tunisia's financial services sector. An agreement was signed, in February 2011, with Institut de la Formation de la Bourse de Tunis (IFBT), the training centre of Association des Intermédiaires en Bourse (AIB).

The IFBT offer training for the International Introduction to Investment  and International Certificate in Wealth and Investment Management  exams, Certificate in Corporate Finance  as well as the Islamic Finance Qualification . The CISI in Spain

The Institute (CISI) has established itself in Spain in November 2015 with the opening of an office in the city of Barcelona. The office is fully operational and available to all CISI members as well as to provide help, information and support to any professional in the financial services sector wanting to become a member of the Institute within Spain.

This office, together with headquarters in London, aims to support the largest number of professionals within the sector as possible to adapt and stay up to date with current and future regulations; the ultimate goal of the CISI doesn’t only focus on specialised qualifications but also on ensuring that CISI members stay up to date and appropriately qualified at all times in order to advise their clients as well as possible, whether they are individual or corporate clients, and also to do so lawfully.

In Spain our qualifications can be studied through our Accredited Training Partners (ATPs). Candidates can also choose to self-study using CISI official workbooks and e-learning, both of which are available in Spanish.

The CISI started working in Spain in 2005 in partnership with the Instituto Financiero (IFA), one of our ATPs who continue to offer training for specific CISI qualifications.

In Madrid the Fundación de Estudios Financieros (FEF) is accredited to teach preparatory courses for a series of CISI qualifications, under a European agreement with the European Federation of Financial Analysts Societies (EFFAS).

The Institute also collaborates with the Universitat Pompeu Fabra-Barcelona School of Management (UPF-BSM) in Barcelona. UPF-BSM teaches preparatory courses for CISI qualifications as part of their Diploma in Financial Advice, Masters in Financial Markets and Masters in Banking and Finance.

In July 2014 the CISI and UPF-BSM signed an agreement with CaixaBank, the Spanish bank with the largest network of offices in Spain. Under the agreement CISI will certify up to 7,000 of CaixaBank’s employees in wealth management, with successful candidates also becoming Associate (ACSI) members of the CISI.

We are planning to develop relationships with other highly recognised and high quality universities and business schools, so that both university students and professionals can find and take advantage of our services and products throughout Spain.

The CISI has certified employees of CaixaBank, Bantierra, Laboral Kutxa and Lloyds Spain, as well as students at UPF-BSM.

We are in the process of strengthening relationships with major banks, to offer them our products and services given the imminence of implementation of compulsory qualifications and continuous professional development (CPD) requirements under MiFID II, which will come into force in January 2018.

CISI exams are currently sat at Prometric testing centers via computer based besting (CBT) in both in Madrid and Barcelona.

To coincide with its permanent establishment in Spain the CISI constituted a National Advisory Council (NAC), a non-executive advice body of professionals with a relevant experience and track record. The NAC’s role is to support the development of the Institute's profile within Spain, offer recommendations to the Institute on local views, support the strategy of CISI media and help promote and grow CISI membership.

The CISI in Poland

In Poland a number of banks in the investment banking operations sector support their employees by promoting the Investment Operations Certificate (IOC)  qualification. The CISI now works with investment banking operations in Warsaw, Krakow and Wroclaw.

The CISI in Greece

The CISI has been active in Greece since 2004, in response to the growing interest in the Institute’s qualifications. The CISI’s Greek membership branch was launched in October 2005 and is headed by the President of our Greek National Advisory Council (NAC), Filimon Antonopoulos.

The CISI in Latin America

The CISI is now in Latin America, forming new relationships in Mexico and Colombia. We are also in early stages of development in Peru and Panama.

In Mexico, CISI qualifications are now offered by the Asociación Mexicana de Intermediarios Bursátiles (AMIB), the Mexican Brokers Association. We have produced Spanish versions of our Fundamentals of Financial Services , Risk in Financial Services  and International Certificate in Wealth & Investment Management (ICWIM)  qualifications, and these are all being offered by AMIB. The agreement with AMIB was signed in July 2015 and was our first in Latin America, witnessed by the then Lord Mayor, Alderman Fiona Woolf.

We are also working in partnership with the Universidad Panamericana to offer our Spanish qualifications to their students on relevant finance-related programmes.

In Colombia, an important agreement has been signed with the Bolsa de Valores de Colombia (BVC), the Colombian Stock Exchange, to promote CISI’s Spanish qualifications to the Colombian market. This is significant given the Stock Exchange’s excellent links in the local market.

We have also agreed to work with PWC Knowledge Solution and Invest Masters, both in Bogotá, to offer training for CISI qualifications.

In Barranquilla, in the north of Colombia, we are working with the Universidad del Norte (Uninorte) to offer our Spanish qualifications to students on relevant finance-related programmes.

CISI qualifications are also available in Latin America via self-study using CISI workbooks and elearning.

The CISI in the Caribbean

In the Bahamas, the Bahamas Institute of Financial Services  is accredited to train for Fundamentals of Financial Services , the Capital Markets Programme (Securities) , and the Certificate in Corporate Finance .

In Trinidad, the CISI has recently signed an MOU with the University of Trinidad and Tobago (UTT) and the Trinidad and Tobago International Financial Centre (TTIFC) to support the development of the back office function in Trinidad using the Investment Operations Certificate (IOC)  qualification.

CISI qualifications are also available in the Caribbean via self-study using CISI workbooks and elearning.

The CISI in Cyprus

The CISI formed a National Advisory Council (NAC) in Cyprus in 2009 to support practitioners in the financial services sector. Charles Charalambous, Chartered MCSI, (Past President) and Petros Florides Chartered FCSI, (President), are the founding members.

There are two accredited training partners in Cyprus, the European Institute of Management & Finance (EIMF) and the Cyprus International Institute of Management (CIIM).

The CISI issued a press release following approval by the Ministry of Finance in October 2011 which officially affords recognition of CISI qualifications for the purpose of equivalence with the exams organised by the Examining Board of Cyprus.

In 2013, the CISI and CIIM were jointly awarded a tender by the Cyprus Securities and Exchange Commission (CySEC) for the development of two regulatory exams to be used in the licencing process within the Cypriot securities market. The official launch of these exams took place on May 2014 and was attended by officials from CySEC, CISI and CIIM. These exams were launched with CySEC in September 2014 in English, and available in Greek from July 2015. For more information, please contact CySEC directly.

From September 2016, the European University of Cyprus began offering the CISI’s ‘Investment Management’ and ‘Risk in Financial Services’ exams as part of their Bachelor of Business Administration (BBA) Finance and Investments programme.

Each network has a hard-working committee whose primary role is to support the provision of continuing professional development opportunities and social and networking events for CISI members outside London. These committees are run by local volunteers working in the financial services sector.

All CISI members are entitled to attend events, whether in their own region or another. Non-members may be invited to attend events as guests of CISI attendees or through invitation from the branch committee.

The CISI In Myanmar

The CISI recognises the demand for qualified and knowledgeable candidates to support those working in the financial services and help individuals and firms to attain and maintain high standards of competence, behaviour and integrity.

We work in partnership around the world with Accredited Training Partner (ATPs) to offer face-to-face classroom training for its qualifications.

Candidates can also choose to self-study for CISI qualifications using CISI workbooks and eLearning.

Computer based exam testing and CISI narrative exam testing are now available at the British Council in Yangon.

Zambia

We signed a Memorandum of Understanding with the Securities and Exchange Commission (SEC) in 2016. The CISI and SEC have partnered to develop a Regulatory Assessment for Zambia, which together with our International Introduction to Securities & Investment exam is recognised for licencing purposes.

We are delighted to have signed an agreement with the Capital Market Association of Zambia (CMAZ) to promote continuing professional development, ethics and professionalism in the Zambian capital market. Through the partnership members of the CMAZ will have access to CISI membership and benefits including eLearning opportunities, CISI TV and educational publications. The institutes will work together on events and other relevant activities for the local market.

We are also working closely with partners in Zambia to deliver training for CISI qualifications.

The CISI in Ghana

The CISI entered into a partnership with the Ghana Investment & Securities Institute (GISI) in June 2019, with the objective of internationalising the exam licencing framework in Ghana by pairing Ghanaian and global best practice. Under the CISI-GISI partnership, CISI exams have been included in exam licencing pathways which have been formally endorsed by the Ghana Securities & Exchange Commission (SEC). Effective from 1 January 2020, GISI has taken over exams for the licencing of capital markets practitioners from the Ghana Stock Exchange (GSE).
